NDMA Team to Visit Guwahati

To review the recent floods in Assam  
Shri V.K. Duggal and Shri K.M. Singh, members of National Disaster Management Authority (NDMA), will be visiting Guwahati on September 18-19, 2012 to review the recent floods in Assam with the Minister incharge of Disaster Management, Chief Secretary, DGP and other senior officers of Assam. The team will also analyse as to what can be done to improve the existing early warning, preparedness response and mitigation systems for future and what assistance can be provided by the Govt. of India in this regard. 

The Members will be accompanied by Shri B.S. Aggarwal, Jt. Advisor (Mitigation Projects) and Dr. S.K. Jena, Senior Research Officer.

Inaugural Function of Golden Jubilee Celebrations

Following is the text of the Prime Minister, Dr. Manmohan Singh’s address at the Inaugural Function of Golden Jubilee Celebrations of Kerala Union of Working Journalists:

“It is a pleasure and privilege for me to inaugurate this Golden Jubilee Celebrations of the Kerala Union of Working Journalists. On this happy occasion, I very warmly greet all members of this creative organization.

I understand that the Kerala Union of Working Journalists is the only organisation representing journalists in Kerala. It is an organisation free from any ideological or political leanings, and one which works to resolve issues concerning the professional activities of journalists in Kerala.

The training programmes that the Kerala Union of Working Journalists began for newcomers in journalism led to the formation of the Kerala Press Academy, a pioneer in Indian journalism training institutions. The organisation established the first Press Club in the country at Ernakulam district, which was inaugurated by the then Prime Minister Shrimati Indira Gandhi in December 1968. Kerala Union of Working Journalists has a democratic structure with an elected-body leading the organisation. 

I compliment the Kerala Union of Working Journalists for having made a very important contribution towards promoting responsible and creative journalism over 50 years of its very purposeful existence.

Kerala has a vibrant and fiercely independent media. Journalists from the State have made a mark in media across the world. Malayalam newspapers have contributed immensely to the development of an independent and free press in India as a whole. Most of the old newspapers in Kerala were started as a part of the freedom movement. The fact that Kerala has three newspapers ‘Deepika’, ‘Malayala Manorama’ and ‘Kerala Kaumudi’ that have now been in publication for more than 100 years speaks for itself. Another daily, Mathrubhumi, will soon cross the 100 years mark.

Though small geographically, Kerala has 10 newspapers with a daily circulation of more than 100,000 each. Among these, Malayala Manorama and Mathrubhumi have a readership of more than one crore.

In the broadcast segment, the first satellite channel in any regional language, Asianet, belongs to Kerala. Today, the State has more than 10 channels with daily news bulletins, including five 24 hours news channels.

These facts show that the media plays a very important role in the everyday life of the people of this state. They also point out that the journalists in the State function in a competitive environment where only the best would be able to do well. Kerala Union of Working Journalists therefore has a very important role to play in promoting not only professional competence, but also ethical conduct in the large fraternity of journalists that live in Kerala, addressing the problems they face in their work and promoting their well-being.

We are all proud of our democracy, which has survived and prospered despite serious challenges to it. We are a country with numerous religions, ethnicities, languages and viewpoints. Freedom for multiple, often opposing, viewpoints to co-exist is one of the defining characteristics of Indian society and Indian polity.  An independent and responsible media is a pre-requisite for sustaining such a society and polity.

We are proud that the freedom of expression is a Constitutional guarantee in India. The media in our country is not just a reliable barometer of public opinion; it is also the conscience-keeper of our nation.

Today, our country is going through some difficult times. The unfortunate incidents of the past few months have brought out worrying fault-lines in our society. The tragic developments in Assam and their reverberations in Mumbai, Pune, Bangalore, Chennai, Hyderabad and other places have shown that we cannot and we should not afford to take social peace and harmony for granted. We need to be constantly vigilant and work continuously towards promoting greater communal harmony and inter-group and inter-community dialogue and understanding.

The media has a very important role to play in this task. Its reporting and opinions should be fair, objective and balanced. The desire to be sensational should be avoided, even though it is very tempting, sometimes. Restraint should be exercised so that nothing that divides our society and country is written, broadcast or telecast. On the other hand a conscious effort should be made to build bridges between communities and regions. These are no more than the abiding values that constitute responsible journalism and which the Kerala Union of Working Journalists has been promoting.

The media in Kerala has both reflected the aspirations of the people and has also moulded public opinion. It has often broken new ground. Long before the concept of development journalism evolved elsewhere in the country, the pages of the Malayalam newspapers were replete with the news of development activities at all levels, including the activities of Panchayats. I am told that recently there was a successful reality show by a Malayalam TV channel in which different Panchayats showcased the development projects in their respective areas! It is indeed difficult to imagine such a show anywhere else in India.

Kerala has produced great media professionals like K. Sukumar, Kesari Balakrishana Pillai, Mammen Mappila, and K.P. Kesava Menon; and cartoonists like Sankar and Abu Abraham. I consider myself greatly privileged to have known many such people in my public life. I sincerely hope that many more journalists from Kerala would follow in the footprints of these distinguished men and women who make the journalist profession feel indeed very proud.

Let me, therefore, conclude by wishing the Kerala Union of Working Journalists and the journalistic fraternity in Kerala all the very best for the future. May God bless your path.

‘उभरता केरल 2012’ सम्‍मेलन में प्रधानमंत्री का भाषण

कोच्चि में वैश्विक संपर्क सम्‍मेलन का उद्घाटन

प्रधानमंत्री डॉ. मनमोहन सिंह ने आज कोच्चि में उभरता केरल 2012: वैश्विक संपर्क सम्‍मेलन का उद्घाटन किया। इस अवसर पर दिए गए उनके भाषण का विवरण इस प्रकार है: 

‘’मैं इस सुन्‍दर राज्‍य केरल में एक बार फिर आकर बहुत प्रसन्‍न हूं। ओणम का राज्‍य पर्व अभी समाप्‍त हुआ है और मैं केरल के सभी निवासियों और अनिवासियों के लिए आने वाले वर्ष में खुशी और निरंतर समृद्धि की कामना करता हूं। इससे पहले कि मैं कुछ कहूं, मैं हमारे विशिष्‍ट विदेशी अतिथियों, राजनयिकों और इस सम्‍मेलन में भाग लेने के लिए विश्‍व के विभिन्‍न भागों से आए लोगों का स्‍वागत करता हूं। 

मैं अपने मित्र केरल के मुख्‍यमंत्री श्री ओमन चांडी और केरल सरकार, भारतीय औद्योगिक परिसंघ तथा नॉसकाम को इस विशाल सम्‍मेलन उभरता केरल 2012: वैश्विक संपर्क का आयोजन करने के लिए बधाई देता हूं। मैं इस बात पर खास तौर पर प्रसन्‍न हूं कि यह केवल एक सम्‍मेलन ही नहीं है, बल्कि उस प्रक्रिया की शुरूआत है, जो सर‍कार और कॉरपोरेट जगत के नेताओं, नियामक संस्‍थाओं के प्रमुखों, अर्थशास्‍त्रियों, विद्वानों तथा समाज के विभिन्‍न क्षेत्रों के अग्रणी पुरूषों और महिलाओं को हर दो साल बाद मिलने का अवसर देगी, जिसमें केरल को निरंतर आर्थिक और सामाजिक विकास की दृष्टि से सशक्‍त राज्‍य बनाने के लिए मिलकर नए रास्‍ते खोजे जाएंगे।

प्रतिभा, विशेज्ञता और अनुभव के इस संगम से नए महत्‍वपूर्ण संयुक्‍त प्रयास शुरू होंगे, जो अपनी क्षमता से लोगों की आकांक्षाओं को पूरा करने के लिए नए-नए मार्ग खोलेंगे। इसके परिणामस्‍वरूप नई भागीदारियां होंगी, जिनसे स्‍थानीय क्षमताओं का निर्माण करने में मदद मिलेगी और स्‍थानीय रोजगार बढ़ेगा, स्‍थानीय उत्‍पादन की कीमत बढ़गी और निर्यात बढ़ेगा। इस प्रकार केरल अपने सृजनशील राज्‍य की अब तक की अनुपयुक्‍त व्‍यापक क्षमता का उपयोग कर सकेगा। मैं इस वर्ष के लिए और आगे आने वाले वर्षों के लिए इस सम्‍मेलन की सफलता की कामना करता हूं। 

केरल भारत के राज्‍यों में कई दृष्टियों से अद्भुत राज्‍य है। सामाजि‍क और मानव विकास की प्रगति के इसके आंकड़े विकसित देशों के बराबर है। केरल के पास विशाल प्राकृतिक संसाधन है। इसके लोग बहुत प्रतिभासंपन्‍न है। प्राकृतिक सौंदर्य, समृद्ध सांस्‍कृतिक विरासत, लाजवाब व्‍यंजन और सहृदय तथा मैत्रीपूर्ण लोगों के कारण केरल ने विश्‍व पर्यटन में अपना एक विशेष स्‍थान बना लिया है, जहां हर साल लाखों की संख्‍या में देशी और विदेशी पर्यटक आते हैं।

इन सब सशक्‍त पहलुओं के साथ-साथ लोगों को एक स्‍वच्‍छ, पारदर्शी और कारगर प्रशासन देने की मुख्‍यमंत्री के प्रयासों के परिणामस्‍वरूप राज्‍य में बाहरी निवेश को आकर्षित करने की पर्याप्‍त संभावनाएं है। मुझे विश्‍वास है कि आज के इस सम्‍मेलन जैसे अन्‍य प्रयासों से राज्‍य में उद्यमों के लिए एक अनुकूल वातावरण बनाने में मदद मिलेगी। 

इस अद्भुत राज्‍य के लोग साहसी हैं, जो रोजगार के लिए कही भी जाने, नए उद्यम स्‍थापित करने और नई उपलब्धियां हासिल करने के लिए प्रसिद्ध हैं। वैश्‍वीकरण का सिलसिला शुरू होने से बहुत पहले केरल के अन्‍य देशों के साथ संपर्क जुड़ गए थे। केरल का दुनिया के कई देशों के साथ मसालों के व्‍यापार का सदियों पुराना इतिहास है, जो वास्‍को-डा- गामा के 1498 में कोझीकोड के तट पर पहुंचने से भी पुराना है।

केरल के 20 लाख से ज्‍यादा लोग भारत के बाहर खाड़ी देशों और अन्‍य देशों में काम करते हैं। ये अनिवासी केरल के लोग जो पैसा भेजते हैं, उसका राज्‍य की अर्थव्‍यवस्‍था में बहुत योगदान है। यह योगदान राज्‍य के सकल घरेलू उत्‍पाद में 22 प्रतिशत से भी अधिक है। शायद इस अंशदान को केरल की अर्थव्‍यवस्‍था की रीड़ की हड्डी कहा जा सकता है और ऐसा पिछले चार दशकों से हो रहा है। 

यह बहुत उत्‍साहजनक है कि अनिवासी केरल के लोग अब राज्‍य में होटलों, अस्‍पतालों और शॉपिंग कॉम्‍पलेक्‍स जैसी परियोजनाओं में निवेश कर रहे हैं, जिससे नए भौतिक और सामाजिक ढांचे खड़े करने में मदद मिलती है और राज्‍य के लोगों के लिए रोजगार के नए अवसर पैदा हो रहे हैं।

हमें ऐसा वातावरण बनाना चाहिए, जिससे हर संभव तरीके से इस प्रकार का निवेश बढ़े और मुझे मुख्‍यमंत्री के इस संकल्‍प के बारे में जानकर बहुत खुशी हुई है कि उनका ऐसा ही करने का दृढ़ निश्चिय है। मुझे उम्‍मीद है कि यह सम्‍मेलन इसके लिए नए रास्‍ते सुझाएगा। 

मेरी सरकार राज्‍य में बढि़यां औद्योगिक ढांचा स्‍थापित करने के राज्‍य सरकार के प्रयासों में सहायता देने के लिए वचनबद्ध है। कल मैं अलुवा को पेट्टा से जोड़ने वाली कोच्चि मेट्रो रेल परियोजना की आधारशिला रखूंगा। हमारी सरकार ने 5100 करोड़ रुपये से अधिक लागत की इस परियोजना को मंजूरी दी है। जब यह परियोजना पूरी हो जाएगी, तो यातायात की भीड़-भाड़ कम हो जाएगी और राज्‍य की इस वाणिज्‍यिक राजधानी का स्‍वरूप बदल जाएगा।

फरवरी 2011 में केरल की अपनी यात्रा के दौरान मैंने वल्‍लारपदम में देश के पहले अंतर्राष्‍ट्रीय कंटेनर ट्रांस-शिपमेन्‍ट टर्मिनल और तिरूवनंतपुरम हवाई अड्डे के अंतर्राष्‍ट्रीय टर्मिनल भवन का उद्घाटन किया था। वल्‍लारपदम टर्मिनल की योजना कोच्चि को विश्‍व का एक प्रमुख ट्रांस-शिपमेन्‍ट केन्‍द्र बनाने के लिए बनाई गर्इ है, जिससे कि यह एक बड़ा आर्थिक और लॉजिस्टिक केन्‍द्र बन सके। व्‍यापार और कस्‍टम गतिविधियों के कारण इस केन्‍द्र के संचालन से संबंधित कुछ मुद्दे थे, जिन्‍हें अब हल कर लिया गया है। केन्‍द्रीय मंत्रिमंडल ने हाल ही में विशेष रूप से वल्‍लारपदम के लिए तटीय व्‍यापार प्रतिबंधों में ढील देने का फैसला किया है। मुझे पूरा विश्‍वास है कि इस ऐतिहासिक बंदरगाह के बारे में हमारा सपना जल्‍दी पूरा होगा और देश की कंटेनर सेवा का प्रमुख कार्य इसी बंदरगाह के जरिए होगा। 

कई अन्‍य परियोजनाएं भी है, जिन्‍हें पिछले कुछ वर्षों में हमारी यूपीए सरकार ने केरल के लिए स्‍वीकृति दी है। 2009 में ऐझीमाला में मैंने भारतीय नौसेना अकादमी का भी का उद्घाटन किया था। 2007 में तिरूवनंतपुरम में ब्राह्मोस एयरोस्‍पेस चालू हो गया था। पलक्‍कड़ के लिए एक रेल कोच फैक्‍टरी की घोषणा की गई है। कोचीन पोर्ट ट्रस्‍ट में पुथुवाइपीन में तरल प्राकृतिक गैस पुनर्गैसीकरण टर्मिनल की स्‍थापना के लिए केन्‍द्रीय क्षेत्र की एक बड़ी परियोजना पर कार्य चल रहा है। जब इस परियोजना का कार्य पूरा हो जाएंगा, तो राज्‍य में बिजली, मत्‍स्‍य पालन और खाद्य प्रसंसकरण उद्योगों के लिए प्राकृतिक गैस की उपलब्‍धता बेहतर हो जाएगी।

हमारी यूपीए सरकार द्वारा स्‍थापित भारतीय विज्ञान शिक्षा और अनुसंधान संस्‍थान तथा भारतीय अंतरिक्ष प्रौद्योगिकी संस्‍थान उत्‍कृष्‍ट संस्‍थान बनते जा रहे हैं। हमने कासरगोड में एक केन्‍द्रीय विश्‍वविद्यालय भी स्‍थापित किया है। राज्‍य में भारतीय प्रौद्योगिकी संस्‍थान-आईआईटी स्‍थापित करने की मांग पर हमारी सरकार गंभीरता पूर्वक विचार कर रही है।

यूपीए सरकार ने केरल को निवेश का प्रमुख केन्‍द्र बनाने के प्रयासों को प्रोत्‍साहन दिया है और इसके लिए सक्रिय सहयोग दिया है। हम यह सहयोग देना जारी रखेंगे। हम चाहेंगे कि केरल ज्ञान और नवीकरण पर आधारित जन हितैषी समग्र और सतत विकास के मार्ग पर अग्रसर हो तथा पर्यावरण की जरूरतों का भी ध्‍यान रखे।

राज्‍य में अधिक श्रम की आवश्‍यकता वाला विनिर्माण क्षेत्र अधिक लाभकारी है और छोटे तथा सूक्ष्‍म कारोबारों को सभी प्रकार के सहायता देने की आवश्‍यकता है। मुझे खुशी है कि श्री ओमन चांडी के नेतृत्‍व में राज्‍य सरकार ढांचे का तेजी से विकास करने के प्रति पूरी तरह सजग है, जो राज्‍य के औद्योगिक विकास के लिए आवश्‍यक है।

मेरा राज्‍य सरकार से आग्रह है कि वह केन्‍द्र सरकार के प्रयासों और विशेष रूप से राष्‍ट्रीय कौशल विकास मिशन का अधिक से अधिक लाभ उठाए। इससे राज्‍य के शिक्षित वर्ग की ऊर्जा का पूरा उपयोग करने में मदद मि‍लेगी। 

मुझे इस बारे में कोई संदेह नहीं है कि केरल अपने विशाल संसाधनों का पूरा लाभ उठाएगा और देश में एक महत्‍वपूर्ण निवेश केन्‍द्र के रूप में उभर कर सामने आएगा। मैं एक आधुनिक, औद्योगिक और समृद्ध केरल के निर्माण के प्रयासों में सफलता के लिए राज्‍य सरकार और यहां के लोगों को अपनी सुभकामनाएं देता हूं।‘’

Prime Minister’s Speech in the Event ‘Emerging Kerala 2012’ at Kochi
Prime Minister, Dr. Manmohan Singh, inaugurated the event ‘Emerging Kerala-2012–Global Connect’ in Kochi today. Following is the text of the Prime Minister’s address on the occasion:

“I am delighted to be once again in this beautiful state of Kerala. The State festival of Onam has just passed and I wish all Keralites, both resident and non-resident, happiness and sustained prosperity in the coming year. Before I proceed further, let me extend a very warm welcome to our foreign dignitaries: members of the diplomatic community, and other distinguished participants from all parts of the world, who are present with us today. 

I compliment my friend, the Chief Minister of Kerala Shri Oommen Chandy and the Government of Kerala, the CII and NASSCOM for organizing this mega event Emerging Kerala 2012- Global Connect. I am particularly happy that this is not a one-off event but the beginning of a process which would bring together government and corporate leaders, heads of regulatory institutions, economists, scholars and eminent men and women from various walks of life every two years to find ways and means and explore new pathways to make Kerala a power-house of sustained economic and social development. 

This confluence of talent, expertise and experience could result in valuable strategic alliances with the potential to open up new and innovative avenues for fulfilling the aspirations of the people. It could lead to new partnerships that could help in building local capacities boosting local employment, adding value to local production and enhancing exports, thereby assisting the State in unleashing the vast latent potential of this creative state of Kerala. I wish this event all success for this year and also for the coming years. 

In many ways Kerala is unique among the States of India. Its social and human development indicators are at par with many developed countries. It has abundant natural resources. Its human resources are of a very high quality. Because of its breathtaking natural beauty, rich culture heritage, magnificent cuisine and warm and friendly people, Kerala has carved a niche for itself in the world of tourism, attracting lakhs of domestic and international tourists every year. 

These strengths, along with the Chief Minister’s commitment to give a clean, transparent and effective administration to the people, should be leveraged and leveraged optimally to attract investment into the State. I am sure that initiatives like the present one would help in building a climate favourable to entrepreneurship in this process. 

The people of this wonderful State are adventurous, known to go where opportunity lies to find employment, set up new enterprises and discover new frontiers. Long before globalization became a buzz-word, Kerala was connected to the rest of the world. A rich history of spice trade gave this beautiful State a global orientation many centuries back, even before Vasco-da-Gama landed off the coast of Kozhikode in 1498. 

More than 2 million Keralites work outside India, in the Gulf countries and elsewhere. Remittances from Non-resident Keralites contribute significantly to the State’s economy. This constitutes more than 22% of the GDP of the State. The contribution of the Non Resident Keralites can perhaps be said to be the backbone of the economy of Kerala and has been so for the last four decades. 

It is therefore heartening to know that the Non Resident Keralites are now making investments in the State in projects like hotels, hospitals and shopping complexes thereby helping to create physical and social infrastructure and new employment opportunities for the people living in the State. 

We need to build an enabling environment to facilitate such investment in every possible way and I am very pleased to hear the Honourable Chief Minister promise that that is precisely what he is determined to do. And I hope that this conference would find new pathways of doing so. 

Our Government is committed to helping and adding to the initiatives of the State government for building an improved industrial infrastructure in the State. Tomorrow I will be laying the foundation stone for the Kochi Metro Rail Project for linking Aluva to Petta. Our Government has approved the project at a cost of over Rs. 5100 crore. When this project is completed, it would transform the face of the commercial capital of the State by easing the burden of traffic congestion. 

During my visit to the State in February, 2011, I inaugurated the country’s first International Container Trans-shipment Terminal at Vallarpadam; and the International Terminal Building at the Thiruvananthapuram International Airport. The terminal at Vallarpadam has been planned to make Kochi one of the major trans-shipment points of the world, transforming it into an economic and logistical hub. There were some issues relating to the operationalization of this terminal on account of cabotage and customs operations. These issues have now been resolved. The Union Cabinet has recently decided to relax the cabotage restrictions particularly for Vallarpadam. I am now confident that our vision for this historic port will materialize soon and a major portion of India’s container traffic would flow through this port. 

There are several other projects that our UPA government has approved for Kerala in the last few years. I inaugurated the Indian Naval Academy at Ezhimala in 2009. The Brahmos Aerospace, Thiruvananthapuram was commissioned in 2007. A Rail Coach Factory has been announced for Palakkad. A mega central sector project for setting up of Liquid Natural Gas Regasification Terminal at Puthuvypeen in Cochin Post Trust is under implementation. When commissioned, it will improve the availability of natural gas for power, fisheries, and food processing industries in the State. 

The Indian Institute of Science Education and Research (IISER) and the Indian Institute of Space Technology, which our UPA government has set up, are shaping into institutions of excellence. We have also set up the Central University in Kasargod. The demand for establishing an IIT in this state is under serious consideration of our Government. 

The UPA government has encouraged and actively supported the efforts of Kerala to grow into a major investment hub. We will continue to do so. We would like the State to embark on a path of people-focused inclusive and sustainable development, driven by knowledge and innovation, and mindful of the environmental concerns. 

Labour intensive light manufacturing has a strong comparative advantage in this State and all assistance needs to be given to the small and micro business enterprises. I appreciate that the State government under the distinguished leadership of Shri Oomen Chandy is fully alive to the need for rapidly building up infrastructure, which is so essential for rapid industrial growth. 

I would urge the State government to derive maximum possible benefit from initiatives of the Central Government especially the National Skill Development Mission. This would go a long way in tapping the energies of Kerala's educated manpower. 

I have no doubt in my mind that Kerala will be able to capitalize on its immense resources to emerge stronger as an important investment destination in our country. I wish the State government and its people all success in their endeavours for building a modern, industrialised and prosperous Kerala. With these words, I have great pleasure in inaugurating the ‘Emerging Kerala-2012-Global Connect’.
